Maine Department of Health and Human Services’s federally funded Permanent Supportive Housing Program (PSHP) combines affordable housing with services to help individuals and families experiencing both literal homelessness and a disability. Preble Street looks forward to providing the continued quality service, stability, and support for people enrolled in the program. Effective in March 2026, Preble Street, alongside several partners across the state, will be supporting the PSHP households in Maine receiving housing and services.
Part of Maine’s Continuum of Care program and the single biggest federally funded program to address homelessness in Maine, this program offers long-term rental assistance, ensuring housing stability for residents. Supportive services, provided through MaineCare, may include case management, connection to health care, benefits, or substance use resources, and employment assistance, all of which are tailored to meet the needs of participants.
Program participants pay 30% of their income* towards rent while the remaining amount is subsidized through the program.
To qualify for the program, individuals or families typically must meet certain criteria, including:
- Homelessness: Individuals or families experiencing literal homelessness, as defined by HUD, or fleeing/attempting to flee domestic violence.
- Disabilities: Participants must have a qualifying disability, as defined by HUD.
- MaineCare: Participants must be enrolled in full MaineCare Coverage.

All referrals to the Permanent Supportive Housing Program are completed through Coordinated Entry. Interested individuals must complete a Coordinated Entry Assessment with an Access Point Provider. How do you complete a coordinated entry assessment?
You can call 211 Maine to identify an Access Point in your area. Once an assessment is complete, you will be matched with the appropriate program resource as it becomes available. Your caseworker will help you with filling out applications and forms as necessary.

The goal of these programs is to empower consumer choice, independence, and control by helping to provide safe and decent housing, a foundation of recovery and hope.
